Flagdowns are allowed
between the first and last stops between towns. Flagdowns are not
allowed between stopswithin towns. Within towns, passengers should
board and get off at the nearest StaRT bus stop. Flagdowns are only
permitted in areas where the bus can safely pull over. Weather
conditions may prevent stopping at some flagdown locations.
